The Andhra Pradesh Real Estate Regulatory Authority was established under the RERA Act 2016 to increase accountability, openness, and equity in the real estate sector. It protects buyers and encourages good behaviour from developers and agents based on the registration of the project, fees, and how the agent interacts.
Andhra Pradesh RERA is designed to:
1. Protect consumers: RERA protects the buyer's rights with transparent timelines of projects, specifications, and all other details of the transactions.
2. Facilitate the real estate process: AP RERA allows fair and standardised regulations among real estate developers, agents, and consumers.
3. Ensure easy resolution of disputes: RERA provides a quick grievance redressal system, allowing RERA authorities to directly resolve disputes to avoid prolonged legal battles.
4. Promote accountability: Developers will be accountable for delays, poor quality, or non-compliance with agreed specifications as RERA AP mandates accurate disclosures.
The AP RERA authority undertakes the following general regulatory activities:
1. Registration of project and agent: Real estate projects and agents must be registered under RERA for lawful operations.
2. Monitoring and compliance: RERA follows the projects' development and compliance with the approved plans to ensure their on-time completion.
3. Grievance redressal: Andhra Pradesh RERA receives complaints from home buyers and investors and tries to resolve them fairly, quickly, and cost-effectively.
4. Awareness and guidance: RERA emphasises transparency to buyers as it provides a clear account of all information about the project and agent details.
5. Penalties and enforcement: If a developer fails to comply with the norms of RERA Andhra Pradesh, they may face penalties and operational restraint unless the act is rectified.
The RERA Act 2016 includes several critical rules and regulations:
1. Project registration: The developer must register all projects that comprise 500 square meters or eight units. However, they must also include ongoing projects on the list.
2. Disclosure requirement: Developers must disclose project plans, financials, timelines, and the completion status of the project to the buyer.
3. Timely possession: Projects must be completed before the promised date. If possession is delayed, the developer will be charged a penalty.
4. Refund and compensation: Buyers are entitled to refund and compensation in cases of default or significant delay.
5. Fair dealings by agents: Agents must be registered with the Andhra Pradesh real estate regulatory authority and ensure fair and proper sales.

To qualify for AP RERA registration, applicants must meet the following criteria:
1. For developers: Any developer planning a project over 500 square metres or more than eight units must register the project with RERA before advertising, marketing, or selling.
2. For real estate agents: All agents involved in real estate transactions within Andhra Pradesh must be registered with RERA. This ensures adherence to ethical and fair trade practices.
For a RERA registration in AP, developers must submit several documents, including:
1. The complete layout with its project location, design, and details.
2. Proof of land ownership and required permissions from the concerned authorities.
3. Copies of all the approvals issued by the Municipal or local bodies.
4. Document funds allocated to complete a project to ensure financial stability.
5. Estimation of completion date and well-defined project milestones.
6. Details of all parties involved, including the contractors, architects, and real estate agents.
Agents registering with the Andhra Pradesh real estate regulatory authority must provide the following documents:
1. Business address proof
2. Government-issued ID proof, such as Aadhaar card or PAN card
3. PAN card and tax documents for filing and verifying income tax
4. Incorporation certificate, if the applicant company is incorporated
5. A history of previous transactions and details of prior or ongoing property deals
