Regulatory authorities had instructed airlines to refund the total fare without levying any cancellation charges. However, this applies only to airline tickets booked during the first lockdown period - from 25.03.20 to 14.04.20 for travel between 25.03.20 and 03.05.20. Airlines were asked to return the money no later than 3 weeks from the date of cancellation.

Airline Booking Information Change And Cancellation Policies
Air India Starting 25th May 2020, domestic flights have resumed. Until further notice, International flights will remain suspended till 30th November 2020. Those who had booked Air India tickets for a journey between 23rd March 2020 and 31st May 2020 were given the option to book available flights between 25th May 2020 and 24th August 2020 in the same class, without any additional charges.   Tickets dated between 25th May 2020 and 31st May 2020, and issued after 22nd May 2020, are eligible for a total refund.
IndiGo Airlines Starting 25th May 2020, domestic flights have resumed. Until further notice, International flights will remain suspended till 30th November 2020. The booking amount for cancelled flights may be used again in the form of credit. The credit shall be valid only for the same passenger, for one year from the date of issuance.
